On the 11th September last we entered into negotiations

with the Director of Public Works for the acquisition of 4 Rural

After having Building Lots situate on the west side of Tytan Bay.

concluded negotiations as to price and conditions with the Govern-

ment in the customary manner, the land in question was put up to

auction today and acquired by certain Eurasians who overbid us and were, we feel convinced, determined to prevent the sale to us. We are satisfied that none of the purchasers desired any of the lots

in question for their own personal use, and we are not aware that

If wealthy they had even taken the trouble to visit the site.

Chinese or Eurasians are to continue to be allowed to outbid

British residents, it will be impossible for the latter to acquire

land on reasonable terms.

We contend that the development of the Colony is

dependent to a very great extent upon Britishers -

mean British subjects of pure European descent =

by the term we

and the fear of

a repetition of today's experience will at the least hinder if not

entirely discourage indifidual effort.
